@url - command/ node not working as expected

Bug Description

This is a follow-up to the discussion on GG-Leo-Editor:

I'm using the latest revision of Leo (r5148) in a Windows 7 environment.

Using a minimal outline I can demonstrate the following:

* The 'rst3-command' creates the HTML-File
* When I 'ctrl-click' on the '@url-node', which contains the absolute 'file:///*'
   name, the environment opens Internet Explorere (IE) also Firefox (FF) is my
   default browser.
* If I copy the absolute 'file:///*' name by hand into FF, the page is properly
   displayed.

If needed I can send this simple outline.

Rev 5155 contains a tweak or two to g.handleUrl. The code will call
g.os_startfile for all file:// url's. This also ensure that only a
warning will be given if the file does not exist.

I'm not sure whether this is a complete fix, but I think it is moving
in the right direction.
