On multi-display setups top panel should not overlap fullscreen applications running on non-focused displays

Bug Description
With a fullscreen movie/presentation running on a secondary display, user should be able to perform actions on the primary display without a undesirable appearance of the top panel or launcher over the fullscreen application.
That's the only reason that I still use Gnome-shell sometimes.
