Maximized windows don't have right click menu

Bug Description
I know this is a old problem (as old as Unity) and accessibility menu is always accessible by alt+space combination, but the present situation break interface coherence.
A decision should be made:
No right click on Title bar of windows,
or
right click on maximized windows.
I understand the problem: On maximized windows the Title bar is the Menu bar, but it's still the Title bar.
