GTK3 menus aren't receiving hover

Bug Description
I don't know if this is an upstream thing, or just something in Pantheon (I'm using the 20120311 build). Anywhere I have GTK3 menus (indicators, AppMenus, etc.), I'm not getting any hover response. For example, I go to the Network indicator, click it, then mouse down and none of the items get highlighted. Not only that, but hovering over the "VPN Connections" item does not expand its submenu. This also prevents me from "scrubbing" over to other indicators/menus. I believe it also affects listboxes.
Interestingly, this does not exist in GTK2 menus.

I'm also seeing this on stock Ubuntu, so it's not a Pantheon bug.
