keyboard layout indicator does not change its state when switching between windows

Bug Description
When enabled two different keyboard layouts, for example Russian and English,
and enabled option "Allow different layouts for individual windows",
keyboard layout indicator does not change its state when switching between windows.
To reproduce:
1) configure options as described above
2) open gedit, change active layout from default (for example, switch to Russian)
and type some symbols ( ensure that Russian is active)
3) open gnome-terminal and type in it, without switching layout (English is default layout)
result:
keyboard indicator still show Russian as active layout, but in terminal you will see that English is active.
you can switch between gedit and gnome-terminal to ensure that it is stable problem.
Tested on clean install 12.04 beta1 + updates
and on updated from 11.10 to 12.04

Not sure if Unity manages the keyboard indicator. Anyone with a clue on this?
