app tabs aren't copied to new windows

When opening a new window, app tabs remain in the first window, and are not duplicated in the second window. This by itself is not a problem, but probably a feature request. More importantly, if the first window is closed before the second window, the app tabs are lost entirely. They have to be manually re-opened and set as app tabs.

This bug report needs to be sent to Mozilla, not Ubuntu. I can't figure out how to do this, though.
