Can't minimize/maximize window

Bug #892012: Window management - When a semi-maximised a window is maximised and then restored, the window position jumps and window size changes so the the window title bar is sometimes hidden underneath the top bar.

Bug Description
Some windows/frames hide behind the top bar and can't be double clicked any more.
Example in the screenshot, this window can't be maximized by a double.

That's intended. The best way is to use Alt+drag to move the window away. I don't think there's a way to fix that behavior, but I'm marking this needs-design so that the design team has the final word on this.
