Bug Description
Currently, when generating recommendations for an app, if an AppRecommendation already exists for the package it's returned instead of generating a new one.
This is great to avoid constantly generating identical recommendations , but after some time (a day or two?) we should generate a new recommendation, as the intermediate slope one data might have changed already.
Old recommendations shouldn't be deleted immediately, for if feedback is submitted for them.
