Update Manager icon appears on the launcher when updates are available, clicking on it does not bring up the update-manager.

Bug Description
My Update Manager in 11.10 never opens correctly, unless I am in GNOME3 instead of Unity. When new updates appear, the icon shows on the dash, but the window never opens when I click on it. I can right-click and say "Install Updates" or "Check for Updates," which is all good because it does what it is supposed to with those two features, but it gets really annoying because I cannot choose which updates to not install! Please fix this problem ASAP!
The same problem appears every time I reinstall Ubuntu 11.10 on this machine, but the Update Manager works fine on every other 11.10 machine I use. It is very frustrating.
