ala juju rather than requiring the server already be standing up.

until this is done, I'm not comfortable running the test suite as part of the package build, for fear it might wipe out somebody's zookeeper tree inadvertently.

Marking as affecting the Ubuntu package, when this is fixed upstream, we can enable running the tests during package build.

The relevant code now exists in txzookeeper but not all tests utilize it.
