default (file, directory) permissions in .deb archives (from PPA)

Some of the default permissions/ownerships of files and directories are not restrictive enough when using the .deb installer (from PPA).

Some suggestions:

* /var/cache/pylons-sloecode and below:
  directories of mode 750 and files of mode 640

* /var/sloecode and below:
  directories of mode 750 and files of mode 640

* /var/log/sloecode and below:
  owner: root, group: adm
  directories of mode 750 and files of mode 640

* /srv/sloecode/bzr-repos and below:
  directories of mode 750 and files of mode 640
