OpenQuake package should create the disagg-results directory

Bug Description

Disaggregation results are (by default) written to /var/lib/openquake/disagg-results/. If disagg-results does not exist, the first user to run a job will create this directory. This is not correct. The directory should instead be created by the OQ package with appropriate permissions.
