Bug Description
We need the ability to mark a question as "incomplete". This means that the asker hasn't given enough information to answer the question, such as "My computer is slow. How do I fix it?"
Marking a question as incomplete should mail (or PM, whatever) the asker and explain that they need to provide more information in order to have their question resolved.
Incomplete questions should also expire after a certain period of time if the asker doesn't return to update the question.
