merge preview wants a working tree

Bug Description

As a better form of diff -r ancestor:../path/to/trunk merge preview is very cool, but it wants a working tree. This isn't very 'git-like' or 'colo' friendly.

/working$ bzr merge -d ../trunk --preview .
bzr: ERROR: No WorkingTree exists for "file:///home/robertc/source/unittest/testrepository/trunk/.bzr/checkout/".
