tomboy window doesn't move to front on activation

Bug Description
I am aware of the other focus related bugs, but thought I'd submit another scenario.
1) I activate tomboy through the notification panel by choosing one of the notes.
2) I see a window come up with notes.
3) I click on other windows. The notes windows is hidden below the other ones.
4) I do step one, and I see icon wiggle and arrow indicator turn slightly blue, but the now hidden window is not brought to front (i.e. made visible)
If I click on the unity panel's icon for tomboy, the window does appear.
This could be a unity, notification panel implementation, or compiz issue (or something else!) issue.

Sorry, I should've added that this is all on 11.10, and worked on 11.04.
