When an application is maximized, right clicking in global menu should offer the options that we have when clicking on a window title bar

Bug Description
In any non-maximized application it is possible to right click in the title bar to access a menu with a few options, such as "Minimize, Maximize, Move to other Workspace, etc".
Since when an application is maximized the global menu also becomes the title bar, these options should be available when right clicking in an empty part of the global menu. At least the options that make sense in this context, such as minimize (and maybe unmaximize), move to other workspace, etc, should be provided.
