Creating /etc/modprobe.conf causes /etc/modprobe.d to be ignored

Bug Description
I added a file /etc/modprobe.conf to properly initialize my tuner.
(I previously successfully used this method on my debian sid).
It contains
options bttv tuner=3
When this file exists, the gnome session hangs and the .xsession-errors
complains he can not open /dev/dsp.
All works fine if I boot without this file, rmmod the modules and insmod them
with the good options.

Creating /etc/modprobe.conf causes /etc/modprobe.d to be ignored. This is
counter-intuitive and should probably be fixed.
As a workaround, create a file under /etc/modprobe.d instead of /etc/modprobe.conf
