ATI Proprietary drivers make grub keyboard work as US only

Bug Description
I've install alpha 2 a few times and every time I install the ATI proprietary drivers using the system center / Hardware / additional drivers and try to boot, grub will be using the keyboard layout as US even if I've some other keyboard layout set.
The configuration is correct within linux, once I managed to get the password for the encryption correct, it will start as it should be, with the keyboard layout I've set in the installation.
In my case I've set the keyboard = SWEDISH, if I do boot without install the proprietary ATI drivers provided by additional drivers, it works properly. If I install it, IT DOES NOT work as it was configured but it assumes the USA keyboard layout instead, until ubuntu starts. (this is a problem to me and others that use encryption since we may use characters that do not exist in the american keyboard layout).
I found out that if I do install the proprietary ATI driver myself, by downloading it from ATi and building it myself, it will not have the same effect and the keyboard layout will work as set. I guess the problem is within the packages provided by the repository and there may be some sets there that are not generic enough ...
I can repeat this with older versions of 11.10 (I'd the same problem with ALPHA 1 and ALPHA 3 ...)
