Launchpad translations should not suggest strings that were corrected

Bug Description

The problem is following one. Imagine that A was originally translated as B, but then later corrected to C. People who translate other packages will get B and C as suggestions and maybe chose the uncorrect option.
For example in https://translations.launchpad.net/ubuntu/oneiric/+source/kde-workspace/+pots/kwin-effects/eu/10/+translate there are several suggestions from Ibai Oihanguren made in Docky, all on the same day. There are several suggestion from the same translator on the same day and on the string because he modified the translation a couple of times.
The normal behaviour should be to just suggest the current translation.
