Bug Description
This bug requires lp:829827 "Make setup.py build the docs" to be completed first:

If the docs are built using `./setup.py build` (which is probably a good approach, assuming sphinx-build is available), there isn't much needed on this bug. You'll need to:
* Update debian/control to add a `python-sphinx` to Build-Depends
* Add an empty debian/
* Add a debian/
doc/
