* Add dh_pyppd helper in the dh sequence.
* Update the long description to include some bits about dh_pyppd.

There are no changes in the upstream code. The difference is that a Debian helper got added so that the repeated code sequence in the debian/rules files of printer driver packages to compress the PPD files of the driver is avoided. The new dh_pyppd is added to the Debian Helper sequence so that only one simple call is needed.

As this is just adding a new debhelper script which isnt' being used anywhere yet, this is fine. Also, this just centralizes existing code, and thus is not really introducing a new feature.
