[wishlist] ability to rearrange trackers

qBitTorrent already had the ability to change tracker position among several ones specified in a torrent. It helped a lot to force the announce to the preferred tracker (generally it's a local one, so-called "retracker") and obtain much higher download speeds. Then qBitTorrent "learned" to announce to all trackers, and the feature became rather useless. But it is needed again, as qBT don't announce to all tiers now and will not in the future (according to bug 799621 ).

PS: "Retracker" redirects some of the BitTorrent traffic to the ISP's subscribers with local IPs inside a metropolitan area network, so that direct communication is possible and with great LAN speeds. It's rather popular method of ISP's traffic optimization in Russia.
