Bug Description
The risk engine should have a config parameter to set the random seed.
Similar to the *_RANDOM_SEED parameters of the hazard engine and with the same purpose: make the engine generate predictable results during testing. It's thus a prerequisite for black-box testing.

As far as I know, there is no random sampling going on anywhere in the risk engine. I don't think this is an issue.
