Bug Description
Ensemble needs a way to manage groups of principals, like the units of a service, such that it can do membership management of the units in a central place, and use the group's token fo acl to do grants for the group. Doing ACLs this way means much less churn on extant nodes due to things like adding/removing units, as their acl grant will be against the group.
