launchpad should create an "announcement" automatically when a new "release" created.

Bug Description
Is there a way to configure a project to do this? I made a new Upstart release on lp (Upstart 1.3) but no "announcement" was created corresponding to this. If it's possible to do this, that would be highly beneficial as it avoid repetition and would thus adhere to the "dry" principle.
