Decide how users interact with Switchboard

Related bug about Marlin: bug 807411
Basically, we should look at the two possibilities for interaction with Switchboard, and officially decide which one we want to go with:
1.) Users open the app "Switchboard" from the same place as other apps to change their settings. This is similar to how it's done on mobile platforms (iOS and Android both have "Settings" apps along with the other apps).
or
2.) Users access the system settings from some dedicated spot (ex. an item on WingPanel) that is more generic, which opens Switchboard. Users don't care (or possibly even know) that the Switchboard is the app handling their settings.

I guess the title should really be "Decide how users _launch_ Switchboard", right?
And I think the plan has always been to treat it as another normal app as most mobile OSs and OS X do.
