Bug Description
Running either "thunderbird -addressbook" or "thunderbird -compose" whilst thunderbird isn't already running opens a window with the menubar internal to the window (rather than in the panel).
It would be nice to have this working so we can add "Contacts" and "Compose" items to the desktop file and have them show in the messaging menu and/or jumplist without thunderbird running

Oh, this is really obvious. The menu service is instantiated and started from chrome, as part of the overlay in to the main messenger window. This isn't loaded here, so the menu service never starts.
I can probably just add the menu loader service to the profile- after-change category in the chrome.manifest, so we won't rely on any chrome code to load it.
