Keyboard layout is not correctly displayed after suspend

Bug Description

Binary package hint: gnome-screensaver

When I try to enter password to a lock window after suspend, I see "USA" keyboard layout.
But when I enter my password it is not accepted, I tried it carefully and several times. But after I change layout twice (to Russian and back to USA), the password is OK. The bug is really often, but no 100% reproducable.
Now to debug this?

Ubuntu 11.04 amd64
gnome-screensaver version: 2.30.2-0ubuntu2

A similar problem happens to me, when screen is locked only one layout works (the first one in the list of keyboard layouts), no matter what layout is selected. I tried installing different layouts, but the same thing happens, always.
