Bug Description
I have a number of suspended/locked users on the BNC. However, on restarting the BNC, it connected these users to their IRC network, even though they were still set as locked, i.e. their lock value was 1.
If they tried to attach, they were refused and the same in the sbnciface, but their account was connected to IRC.
I had to manually disconnect them all.
