Admin user edit page doesn't warn about bad usernames

Bug Description
If an admin is changing the username of a user, they can enter in a bad username (less than 3 chars, more than upper limit, bad charaters within, etc). When the form is submitted no verification is done, but the change_username function fails before writing to database.
It would be good to give feedback as to why the username is failing.
