Untranslatable strings in Web UI

Bug Description

There are some untranslatable strings in Web UI.
Attached patch fixes them except the followings:

* src/webui/html/preferences_content.html

1) Append .!qB extension to incomplete files
⇒ It's different from GUI's strigs "Append .!qB extension to incomplete files' names"

2) The following parameters are supported:
    * %f: Torrent path
    * %n: Torrent name
