Setting keyboard autorepeat settings in /etc/kbd/config not working

Bug Description

Binary package hint: kbd

I tried setting:

KEYBOARD_RATE="25"
KEYBOARD_DELAY="500"

in /etc/kbd/config

but after reboot it had no effect. Where is this file supposed to be read and "kbdrate" called?

I want to set this to try to solve bug #769103.
