No power save if menu is open

Bug Description

Binary package hint: gnome-power-manager

If a context menu or other panel menu is open the machine will never turn the screen off or go in to suspend. After the time has passed the system will eminently enter power-saving mode as soon as some one closes the menu.

This is a security issue as some one can order 1 command, while the system was supposed to be loced, before it actually locks.

It is also critical for battery life and general power-saving.
