Windows on lower monitors maximixe incorrectly

Bug Description
My primary monitory (laptop) is lower than my external monitor, and I position them accordingly in Nvidia X server settings.
On both Unity and "Ubuntu classic", this means that when I maximize my windows, the top row is hidden under the top bar. On "Ubuntu classic", this hides the menu, which actually is rarely a huge loss. On Unity, the removal of the top menu means something more valuable may be hidden, e.g. firefox tabs.
