Dash appears behind fullscreen windows, but blocks input anyway

Bug Description
Binary package hint: unity
If you make a window fullscreen (F11!) and press the Super key to reveal the dash, the dash is revealed _behind_ the fullscreen window. However, it still grabs keyboard and mouse input and it is possible to open an application by clicking where it is in the dash.
The only way out is to close the dash by feel. (Pressing Escape, clicking where the dash isn't).
The dash either shouldn't appear in this case, or it should appear above the fullscreen window.
