DescribeAddresses returns all Floating IPs regardless of AllocateAddress

Bug Description
In case of Amazon EC2 API, DescribeAddresses should return only addresses allocated by AllocateAddress call.
But, at this moment, DescribeAddresses returns all configured floating IPs are returned. Even including network address and broadcast address.
Please note that I'm talking about EC2 API issue. Thus, maybe it's better saying Elastic IP instead of Floating IP.

Hi,
I created lp:~itoumsn/nova/lp746922 and proposed for merging.
BTW, I noticed that AllocateAddress returns a network address (and probably broadcast address too) and we can associate it to an instance. But, it's another issue, and I will post a bug report.
