Partyline Update

The distribution version of the partyline is rather limited in features, it would be useful to have a more fully fleshed version in the official distribution.

Changes made to my current version (attached):
Channel prefix change: some networks support channels with the '&' prefix
Extra '/version' fix for certain client bugs.
Admin commands to allow easy partyline administration.
Can set the partyline channels via command.
User support via '-' prefix: Supports messaging users.
Extra IRCD emulation allowing for things like /whois
Using '-' as a channel status message prefix: similar to /privmsg @#chan
Channel 'status' based on BNC access: admins get op
Extra validation to prevent odd behaviour.
