download all po for a single language

Bug Description
You can download all po's for a project, or a single po for a single language, but there is no way to download all po's for a single language for a project.
i.e. the equivalent to downloading a language pack for a project.
To clarify, for a project we could imagine the following permutations of po files in a download:
- single po, single language. Currently possible, not very useful for end-users but still useful for some people.
- single po, all languages. Not currently possible but not useful so not needed.
- all po, single language. Not currently possible, would be very useful. This is what I'm asking for here.
- all po, all languages. Currently possible, useful.
We use Launchpad for all ocPortal translation efforts and this has previous confused me. But I now also have a user reporting it as confusing too. Currently I tell people to ignore that other languages are included in the download, but it's not ideal. Translations are quite complex generally and vast, and non-English speakers have a bit more of a learning curve and it's harder for English speakers to give support to them, so things need to be as simple as possible.

Any chance of this happening? Right now it is a real pain to get stuff out of Launchpad, you need to wait for it to export, then isolate the files you want, then copy/upload the file(s) to where you need it. That doesn't *all* need making better, but if we could at least remove some of this friction it would be great.
