Keyboard shortcut - Super key should work in full screen mode

Bug Description
The full screen mode (activated by F11) is quite useful in certain applications, e.g. Firefox and Terminal, but with the current setup there's no way to summon the launcher (nor the top panel) to do OS level actions.
I'd suggest that the Logo key should also work within apps in full screen mode.

Yes, I think this has merit. For now:
* the Super key should display the launcher even for full-screen apps
* but the panel should not be introduced by Super
