PCB Preferences Library tab doesn't do anything

Bug Description

The PCB Preferences "Library" tab doesn't do anything.
My impression is that it should at least edit the
lib-newlib setting, but it doesn't. In fact, as far
as I can tell, it does nothing other then remember
its contents.

Add the path of our library files in the preference file, in the following way:

library-newlib = your_path

This worked for me.

The preference file may be (at least for me):

my_home_directory/.pcb/preferences

I have version 20080202. Hope this helps

Current takes effect after a restart, but we should probably add a "rescan library" feature to pcb like gschem has.
