having LC_ALL and LANG configured, some scripts are not working right, including one unittest

Bug Description
command
/sbin/ifconfig -a | grep addr
gives no answer in czech environment (as we do not have double d, just "inet adr:" )
Also cat BADFILE gives
cat: BADFILE: Adresář nebo soubor neexistuje
which makes one of those unittests fail
i have fix ready, it will come in as merge request now
