Bug Description
Our tracker was imported from SourceForge recently. Some of the tickets had a patch attached. I can see/use the attachment, but I would like to be able to set the flag so that they show up when I search for tickets with a patch. More generally, I would like, as admin, to have the ability to set/reset that flag on all submission.
* When a contributor forgot to mark his patch as such (set)
* When a triager rejects a patch based on whatever project policy / criteria (reset)
