Bug Description
It isn't possible to search in the census or passenger lists. There is no OCR because they're hand written. Can we hide the search box in the book reader for these items?

<message>language not currently OCRable</message>
More generally, BookReader can check for
<ocr>language not currently OCRable</ocr>
in the item's meta.xml.

Might be a more consistent experience to throw an error rather than hide the
search box, even though it's a little bit annoying.
Later, would be a perfect entry point into "Would you like to help transcribe
this?" etc...
