Enable setting a long query string from the test consumer

Bug Description

In bug #608920 (and follow-up bug #632536) we need to test against a long query string which forces the consumer and provider to send OpenID messages by POST rather than GET. We need to add an option to the test consumer to force this behaviour.

Disable JS
Goto sso.uec/consumer then select the long url, click on continue login, authorise, check auth, click on continue, you should see OpenID authentication succeeded; you authenticated as http://10.55.56.117/+id/yrTEkRY.
