Steps to generate OpenPGP key are not described correctly

Bug Description

in the "Change your OpenPGP keys" page (https://launchpad.net/~username/+editpgpkeys), there's a help link "Learn more about OpenPGP keys". it says:

Step 1: Open Applications > Accessories > Passwords and Encryption Keys.

at least in Ubuntu 10.10, "Password and Encryption Keys" are in System > Preferences, not in Applications > Accessories.

Maverick is going to break out inline help documentation. Can you advise on how you want to precede? Do we just want to add text for before Ubuntu 10.10 and for 10.10+
