Bug Description
Currently PillarView defines the service usages which leads to some confusing code such as getting a portlet simply to check the usage. Those attributes would be better defined on the model.

With r 11688 of LP devel Edwin landed the changes to move the service attributes to the projectgroup model. The uses of the +get-involved portlet to determine pillar usage can now be replaced by just checking on the model. There is at least one XXX for this bug -- it and all similar code needs to be fixed.
This bug should be fixed in conjunction with bug 656292.
