Bug Description
It's non-optimal to mix system configuration options with PHP code, as is done in constants.inc.php. We should try to make a separate .conf file that's more plain that would then be read and parsed by constants.inc.php instead.

This will be a change that will be made after the initial release. The file and directory locations are discussed in the installation documentation, and the constants are all internally documented for ease of editing. I agree, the config file is a better practice and will be better suited for most users.
