Bug Description

When looking at light-base-theme/index.html in a browser, shrink the browser until you have a horizontal scroll bar and then scroll to the right. The background will not fill the entire width of the website but will instead expand only the width of the browser.

I haven't found a fix yet. I did notice that in some situations, this can cause text to be completely removed. I'd really like to bump up the priority as this affects all of the base themes and could be problematic for a large number of people (netbook, smart phone, old monitor, etcetera).

not an accessibility issue really, the design is for a fixed width website which is sub-optimal but this specific issue is about part of the background not stretching to the full fixed width and just being browser-width, fixing it won't help generate a flexible layout for different font sizes

I have identified the problem using trial and error. The problem here is that when we use Fluid Width It renders and the rest is ignored. I don't know if It also the way the things are positioned but more trial and error will prove my theory that we may need fixed width or absolute positioning.

Hmm, I was re installing Drupal 6 earlier today and I have found It even does this on the Drupal 6 themes (at install) so It must be a webkit issue and this bug may soon be set as 'Wont Fix'

I have now checked the issue in the following browsers:
 - IE
 - Firefox
 - Chrome

And they all replicate the same issue. I am still looking into this!

Some rework needed to take place to solve this issue, but I believe a suitable solution was found. Check the commit for details. (lp:ubuntu-drupal-theme @ r80)

Because of the rework needed, I won't be simiply copying changes over to the D7 variant of the theme but will instead start from a fresh copy from the D6 variant.
