Bug Description
Some OOPSes are being generated with the same OOPS ID under lp_queue and lp_publish on germanium. This is because different scripts under different user IDs are using the same PPA config which has a common oops prefix.
The same problem exists for the ftpmaster config. Although ftpmaster-publish inherits from it and re-defines the oops directory, it does not re-define the oops prefix.
