1. Run sugar emulator.
2. Right click and then select my settings.
Resolution:The control panel should calculate the spacing so no icons are cut off

Something to consider when looking at this issues is the fact that there are many resolution related issues in Sugar. Originally sugar was written for the XO (with it's fixed screen resolution) there are several places where the xo screen resolution is still hard coded.
